<p>The past 25 years experience includes more than 1 million valuations for property rating purposes with great success in valuation and appeal board hearings.</p>

						<p>After investigating several valuation systems we concluded that ePlanner was the most comprehensive and efficient system available.  ePlanner is outlined in detail.</p>
<p>The Planner valuation system was originally developed in 1993 by <a href="http://www.plannermunicipalsoftware.co.za">In Depth Data</a>. It has been continuously upgraded and improved over the years and now accommodates the requirements of the MPRA.</p>
<p>ePlanner is currently being utilized by the following Municipalities:</p>

<li>Metsimaholo Local Municipality</li>
<li>Emfuleni Local Municipality</li>

<p><strong>System </strong><strong>Capabilities</strong></p>
<p><strong> </strong>The initial data loading process entails the:</p>
<ul>
<li>Reconciling of deeds-, financial- and GIS data for comparison and correcting purposes;</li>
<li>A true reflection of the deeds office;</li>
<li>Land Parcel Indicator (LPI) code processed from the Deeds Office as the link to GIS;</li>
<li>Endorsements processed from the Deeds Office such as servitudes (PSI) and  bonds to assist with valuations and audit trail such as consolidations, subdivisions, township proclamations and excisions;</li>
<li>Information of buyers and sellers processed from the Deeds Office to control correctness of ownership, names and identification numbers;</li>
<li>Purchase prices, purchase dates and registration dates processed for valuation purposes;</li>
<li>Reflection of property types such as a erf holding, farm, exclusive use, SS unit, servitude, split value and long term lease agreement;</li>
<li>Street addresses from a drop down lookup compared with Map IT data to control uniform spelling and types.</li>

<p>This concludes the compilation of the property master file, which was 100 % successful in the creation of the property master file for:</p>

<p><strong>Integration with Financial Systems</strong></p>
<p><strong>eVenus Integration</strong></p>
<p>Recently, In-Depth Data (the creators of the Planner Software System) worked closely with Business Connexion at the City of Windhoek to develop an interface from ePlanner to the eVenus system.  This comprehensive integration significantly exceeds the specification or requirements for this tender.  Nevertheless, it amplifies the capabilities of the ePlanner system to deliver to the required specification.  In fact, over the years Planner regularly exchanged data to different councils utilising the Venus system.</p>
<p><strong>GIS Integration:</strong></p>
<p>Owing to the design, using industry standards Planner Software has, since its first versions, integrated with different GIS systems.  This has been possible due to extensive GIS skills at In-Depth Data.  ePlanner is integrated with our Tatuk GIS editor.</p>

						<p>Aerial photography is one of the most important aids for valuers for compiling Valuation Rolls for Municipalities, for the following reasons:-</p>
<ul>
<li>Access ? the general public prohibits any access to their properties due to security reasons;</li>
<li>Time Frame ? substantially reduces the time for inspection of properties;</li>
<li>Identification of properties;</li>
<li>Identification of Public Service Infrastructure such as railway lines, substations, roads, etc;</li>
<li>Electronic measurements ? technology has reached a 99 % accuracy;</li>
<li>Illegal buildings ? aerial photography versus building plans.  Illegal buildings can be identified and be included in the Valuation Roll;</li>
<li>Category ? land use can be identified to determine the category at which the property will be rated;</li>
<li>Irrigation Land ? aerial photography versus physical inspection.  The measurement of irrigatable land, which is valued at a higher rate can only be determined by aerial photography.</li>
</ul>
<p>Even the act under Section 45(2) (a) &amp; (b) states:-</p>
<p>?(a) physical inspection of the property to be valued is optional; and?</p>
<p>?(b) comparative, analytical and other systems or techniques may be used, including aerial photography and computer-assisted mass appraisal systems or                                                            techniques, taking into account changes in technology and valuation systems and techniques?.</p>
<p>We are in possession of the latest Aerial Photography with the necessary software to process the Aerial Photography in a valuation system.</p>

						<p>Pictometry is a patented information system, developed by Pictometry International, which allows users to have high-resolution images from multiple views of single buildings at the click of a mouse.</p>
<p>Pictometry empowers users to make accurate measurements from oblique images, which means an aerial photograph that has been taken at an angle.</p>
<p>This means that a feature such as a building, streetlight, fire hydrant, etc. can be seen in its entirety, rather than the conventional top down perspective of aerial photography.</p>
<p>The result is a new revolutionary way to use aerial imaging.</p>
